Nikolai Mladenov, head of the Gaza peace board, told UN representatives that Hamas and the armed groups in Gaza agreed for the first time to hand over their weapons and transfer security and civil authority to a UN-recognized interim administration.

He set three conditions to advance the process: the international stabilization force must enter Gaza, Israel must meet its Sharm el-Sheikh commitments, and Hamas must fulfill its own.

Mladenov also warned that force not aimed at an immediate threat harms the process, in an apparent reference to the IDF strikes on weapons depots across Gaza following the kite flying.

Hamas negotiating team member Razi Hamed, to Al Jazeera: The proposal Hamas agreed to is about "storing" weapons under the technocrat committee's supervision, not surrendering them, and is an "internal Palestinian matter."

He said it hinges on the Sharm el-Sheikh humanitarian protocol, an IDF withdrawal, the technocrat committee entering Gaza, deployment of the international force, and disarming Israeli-backed militias. If Israel doesn't do it, Hamas won't either.

Egypt offered to host Israel-Lebanon talks in Sharm el-Sheikh, but the proposal has not received clear U.S. approval, according to Al-Akhbar.

Lebanese President Joseph Aoun prefers the meetings stay in Washington and rejected Egypt and Europe as alternatives. His team says the U.S. needs to be a direct guarantor.
