In his speech, Klepach warned that Russia will not win "the competition in this war of attrition." He dismissed the belief that Ukraine's side will collapse: "We have the illusion that everything there will collapse. It has not collapsed, and it will not."

He added that Russia is falling behind "not only to China and the United States - -- in some respects, we are losing it to Ukraine," and predicted a social crisis "when no one particularly expects it," comparing it to the 1917 revolution and the Soviet collapse.

The firing came one day after Russian media widely picked up the quotes. Sources say VEB's chairman acted after "a call from above."
