Cuba's Foreign Minister says the government is "willing to hear the details" of a $100 million U.S. aid offer formalized by the State Department, the first of its kind made publicly.

Bruno Rodríguez said it remains unclear whether the aid would be cash or material, and called on Washington to lift its economic embargo, calling it "the best aid" the U.S. could provide.

Cuba "does not have a practice of rejecting foreign aid offered in good faith," he added.
