There has always been a debate in the Gulf between the hawks and the doves. The hawks see Iran as a source of danger, and the doves believe that containing Iran is necessary because it is a neighbor. I think this debate has improved today in favor of the hawks; let's be clear about that.

In 2000, we signed the Joint Defense Agreement, and we ultimately found that the GCC countries' position was correct logistically, the GCC countries supported each other, but politically and militarily, I think it was the weakest position in history. I expected such a weak stance from the Arab League, and I'm not surprised by it, but I don't expect it from the GCC, and I am surprised by it.
